Caring for Immigrant Skulls

Mayor Bloomberg recently showed his appreciation for the city’s underpaid immigrants the only way he knows how: by issuing a legal mandate punishable with steep fines. The new safety regulations penned in City Council force bicycle delivery workers to use helmets and require businesses to display multilingual signs bearing bike safety laws.
