LOCAL WINS SLOAN AWARD

    kim estes-fradis, an upper west side resident, won the sloan public service award, the highest honor given to a city employee. estes-fradis, an employee at the department of environmental protection, was one of seven city workers who won this year's award. estes-fradis joined the department in 1988 as the director of education. now the deputy director of education and outreach, she has led water conservation efforts during droughts, created programs to spread awareness of the city's water supply upstate and launched an environmental education program. each award recipient received a $7,500 cash prize.
