Terror Report Warns Of Homegrown Threat

    The NYPD warned that New Yorkers are [just as likely to be attacked by homegrown terrorists] as foreigner-born extremists in a 90-page report released yesterday. [The report](http://www.ny1.com/ny1/content/index.jsp?stid=1&aid=72659), which is based on analysis of recent terror plots, provides “a roadmap to jihad” and details how “unremarkable” people with “ordinary jobs” can be transformed into terrorists. They “look, act, talk and walk like everyone around them,” the study warns. “Yet they are slowly building the mind-set, intention and commitment to conduct jihad.” The report also calls for more intelligence gathering at home. [Critics](http://www.nyclu.org/), including the NYCLU, are already warning that it could lead to more racial profiling and increased surveillance of harmless citizens.
