a 24-year-old upper west side woman reported to police that the man who found her lost cell phone tried to extort money from her. she believes she left her cell phone in a cab that dropped her off on the northwest corner of west end avenue and west 69th street. around 5 a.m., july 20, her parents received a call from the man who found the cell phone. instead of returning the lost property, the man, who identified himself as "vlad," demanded $600 to $800 dollars in exchange for the $350 blackberry.
