Taxi riders are afforded a bill of rights when they enter a yellow cab. Council Member Dan Garodnick wants to extend those rights to passengers of the city"s nearly 20,000 livery cabs. In legislation introduced on Dec. 8, the livery cab bill of rights would mirror that of yellow taxis, including right to direct the route and have a safe ride. The legislation will add one right that is exclusive the livery cabs: the right to pay a fare quote from the dispatcher before the car is sent to the caller.
