to the editor: the borough presidencies are now so insecure in their ceremonial positions that one of the beeps had to gather those he appointed to demonstrate at city hall recently ("community boards protest cuts," june 11). the only point that was made was impotence. if, indeed, the gathering of some community board appointees was about funding our local community boards, then the solution was plain. elimination of the office of the borough president would provide the necessary funding to boost the community boards of new york.
