By [Dan Rivoli] Upcoming hearings on the Department of Education"s formal proposal to rezone Upper East Side public schools will help determine which public school their child will attend. Community Board 8"s youth and education committee will hold a hearing Monday, Dec. 13, beginning at 6:30 p.m., at the New York Blood Center, 310 E. 67th St. between First and Second avenues. The Community Education Council, the parent body for the school district that must approve the rezoning plan, will hold a meeting Tuesday, Dec. 14 at Wagner Middle School, 220 E. 76th St. between Second and Third avenues. Judith Schneider, who chairs the community board committee, is encouraging parents to attend the meetings to give their opinion on the zones that help determine which public school their child attends. â??If they"re not happy with the plan and they want to see a change made to the plan, the only way that"s going to happen is if individual parents come out to speak, Schneider said. Testimony given at the community board meeting will be reported to the Community Education Council. Here's the proposal that will be discussed Monday: [Rezoning Map.](http://www.scribd.com/doc/44986470/Rezoning-Map)
